The Centre County Youth Aid Panel (YAP) is a community-based program that provides a restorative alternative to the traditional juvenile justice system for first-time offenders ages 10โ17. The program is designed for youth who have committed low-level, non-violent offenses and are referred by law enforcement or local courts.
Authorized under the Pennsylvania Juvenile Act (42 Pa. C.S. ยง 6301), the YAP uses trained community volunteers to support youth in taking accountability, building life skills, and making meaningful amends to those affected.
-
Youth and their parent or guardians meet with a panel of trained community volunteers to discuss the incident and develop a customized restorative plan. These plans always include:
Community service
Mentorship and guidance
Skill-building and accountability measures
Opportunities to repair harm to victims and the community
The goal is to promote responsibility, personal growth, and positive decision-making.
Successful completion of the program may result in the charges not being filed, allowing the youth to move forward with a clean record.
-
The Youth Aid Panel is seeking dedicated and compassionate adult volunteers to help guide youth toward a more positive future.
As a panel member, you will work with other community volunteers to meet with youth and their families and help develop restorative justice plans. Your mentorship can play a critical role in helping a young person stay on the right path.
Volunteer Requirements:
Must be 18 years of age or older
Willingness to complete background clearances and Mandated Reporter training
Ability to attend monthly panel meetings
Participation in an interview with the program manager
